Chris Boyd, General Manager

Chris manages the daily functions of the District, and works closely with the Board of Directors to carry out policies and goals.

He has over 25 years experience managing the delivery of public services. He currently serves on the Boards of the North Texas Groundwater Conservation District and Texas Rural Water Association. He holds a B.S. from Texas A&M University, and a Master of Public Affairs from the University of Texas at Dallas. Upon graduation from A&M, he served as a U.S. Army Officer.

Aldo Zamora, Operations Manager

Aldo manages all water distribution and wastewater collection operations of the District. He directs all field operations personnel and assures continuous monitoring of water quality.

He has over 20 years of experience in public utility operations and management. He currently holds Class A Surface Water and Class 1 Wastewater Licenses issued by the Texas Commission on Environmental Quality. His past positions include Water Plant Operator for the City of Harlingen, Source Water Protection Specialist and Sampling Technician with the Texas Rural Water Association.

Patricia Parks, Finance Director

Patty is responsible for management, control, and administration of all fiscal operations of the District. She supports the General Manager in the development of the annual budget, as well as long-range financial planning.

Patty is a Certified Public Accountant and Certified Public Finance Officer. She holds a Bachelors Degree in Accounting from Bob Jones University.

Jennifer Bland, Public Affairs Manager

Jennifer coordinates and supervises all marketing, public relations, and community outreach for Mustang. In addition, she also serves as the Assistant to the Board of Directors, and the General Manager. Prior to her current position, she served as Development & Communications Coordinator.

Jennifer also serves on the 380 Area Chamber of Commerce Board of Directors and as a Mentor in Denton ISD’s Adopt-a-School Program.
