Chris Boyd, General Manager

Chris manages the daily functions of the District, and works closely with the Board of Directors to carry out policies and goals.

He has over 25 years experience managing the delivery of public services. He currently serves on the Boards of the North Texas Groundwater Conservation District and Texas Rural Water Association. He holds a B.S. from Texas A&M University, and a Master of Public Affairs from the University of Texas at Dallas. Upon graduation from A&M, he served as a U.S. Army Officer.

Jennifer Bland, Assistant General Manager

Jennifer supports the General Manager by supervising the finance, customer service, and development departments. Jennifer is also responsible for public affairs and community outreach for Mustang. In addition, she also serves as the Assistant to the Board of Directors. Prior to her current position, Jennifer served as the Public Affairs Manager as well as the Development Coordinator. Jennifer also serves on the 380 Area Chamber of Commerce Board of Directors and as a Mentor in Denton ISD’s Adopt-a-School Program. She received her degree in Communication Studies from Ashford University.

Aldo Zamora, Operations Manager

Aldo manages all water distribution and wastewater collection operations of the District. He directs all field operations personnel and assures continuous monitoring of water quality.

He has over 20 years of experience in public utility operations and management. He currently holds Class A Surface Water and Class 1 Wastewater Licenses issued by the Texas Commission on Environmental Quality. His past positions include Water Plant Operator for the City of Harlingen, Source Water Protection Specialist and Sampling Technician with the Texas Rural Water Association.

Patricia Parks, Finance Director

Patty is responsible for management, control, and administration of all fiscal operations of the District. She supports the General Manager in the development of the annual budget, as well as long-range financial planning.

Patty is a Certified Public Accountant and Certified Public Finance Officer. She holds a Bachelors Degree in Accounting from Bob Jones University.

Being A Part of the Community We Serve

Mustang has been a member of the community for over 50 years, and being an active part of the community that we serve is woven into our fabric. By mentoring in schools, being a part of the Chamber of Commerce, hosting Girl Scout events, and supporting local businesses, we love to be involved and interact with the people we serve.
